Mandate

Consultation and advisory

The Economic and Social Council stands as a consultative assembly to the Authorities.
It ensures the representation of the main economic and social activities, promotes cooperation between the different professional groups and contributes in working out the economic and social policy of the government.
Either the President of State or the President of the Parliament refers to the Economic and Social Council for opinion and studies. Its opinion is necessarily required upon bills of any economic and social programmes. The Economic and Social Council can be included beforehand in drawing up such bills.
It can be referred to concerning bills, orders or decrees, as well as concerning any bills, which come under its area of competence.
Its opinion can also be requested upon any programme of economic and social nature.
The Economic and Social Council, on its own initiative, can draw the attention of the president of the state or of the president of the parliament to the reforms, which seem proper to promote economic and social development.
The Council can, in the same conditions, let the government know its opinion concerning the execution of plans or programmes having economic and social interest.
The Economic and Social Council, on request of the government or the parliament, can choose one of its members to explain to the assembly of congressmen its opinion on bills that the council has been submitted.
Sole the Council, convened as a body, is competent to issue an advice.
Advice notes are submitting within fifteen days from the day the Council has been referred to.
This allotted time is brought down to 48 (forty-eight) hours in case of an emergency request.
