  • GREETINGS FROM THE NEW SECRETARY-GENERAL - Francisco GONZALEZ DE LENA

These words of greetings to the AICESIS members, at the moment of my incorporation in their General Secretariat, are, first of all, words of gratitude. Thank you to all the members of the Board of Luxembourg, where the election of the new Secretary-General took place and to the Presidency of AICESIS of the Dominican ESC, under whose mandate this election took place. Thank you to Patrick Venturini for the great work done in the General Secretariat of AICESIS over the last ten years and, especially, for his invaluable help in this transition period.

In the last eleven years I have worked for AICESIS from the CES of Spain and I have to say that this has been one of the most satisfactory experiences of my professional life. An experience that helped me to better understand the complexity of the global world, to value the importance of social dialogue and to recognize the role that an institution such as AICESIS can play in order to give social dialogue the place it deserves in this global world. When speaking about globalization, it is frequent to highlight the importance of networked work, the cooperation between the different actors who act in this scenario. I believe that AICESIS is a good example of this cooperative work in a global world, and the Secretary-General is precisely here to support this form of work. This is a task in which I will put all my professional effort in the next years, working together with the Deputy Secretaries. And it is a task for whose realization I dare to ask for the indispensable help of the AICESIS members.

  • AICESIS MISSION

The Association's objective is, with full respect towards the independence of each of its members, to encourage and promote dialogue and an exchange of views between its members and, at a wider level, to encourage dialogue between economic and social partners around the world.

The Association has set itself the task of encouraging the creation of ESCs in countries which do not yet possess them. Through the AICESIS, newly set up ESCs can find a wealth of experience, good practices and assistance that they can adapt to their own economic, political, social and cultural situation and significantly improve civil society involvement in their national political decision-making process, thus strengthening social dialogue in their country.

MM. Gary Kneip, President of the ESC, Francis Schartz, Chairman of the CSDD, Serge Allegrezza, Chairman of the Working Committee "PIBien be" ESC and André Roeltgen, Vice-President of the ESC, presented the work that led to this review a common tool for measuring the well-being of the population.

The referral letter of 23 April 2010, the Prime Minister has reported that "The Government has decided to consult the Economic and Social Council (ESC) and the Higher Council for Sustainable Development (CSDD) to develop and propose a system of indicators of well-being measuring the progress of society as a long-term and beyond traditional indicators such as GDP per capita. Economic and Social Council and the Higher Council for Sustainable Development are invited to produce a joint opinion and can rely on the expertise of the Centre for Competitiveness and use databases STATEC. "

The ESC and the CSDD decided on a common working method and included the division of the OECD and of the Stiglitz-Sen-Fitoussi, which distinguishes the current well-being of future welfare, which adds the notion of sustainability to the notion of well-being. The role of the two institutions in the measurement of well-being has been arranged according to these criteria, and to make an effective division of labor, it was mutually agreed that the ESC is more concerned about the current well-being, through a selection of a set of indicators from a "household" and the axis CSDD his thoughts on the future well-being (sustainability).

The objective is to define the structure and content of a system of indicators to get an overview of living in Luxembourg and be part of a broader international movement on a new way of measure well-being.

Extensive consultation with civil society, in the form of lectures and workshops on the theme "Reform of GDP", "Quality of Life" and "Durablilité" provided an opportunity for citizens, scientists and representatives associations to share their concerns about the quality of life and their societal expectations. The proposals made and lessons learned at the end of this consultation were subsequently taken into account in the system of indicators adopted by the two institutions.
