Prime Minister Jyrki Katainen participated in the annual World Economic Forum held in Davos, Switzerland, on 22 and 23 January. The Prime Minister regarded the annual discussions in Davos as highly productive. However, he was also concerned at the low levels of participation by Finns.

"Only five Finnish economic and political decision-makers were present. Sweden had 40, Norway 30 and Denmark 20. I think that Finns have more to contribute to international economic discussions than this suggests. The main theme of one of the meetings was the uses of clean technology - Finnish companies and experts would have had a great deal to contribute on issues such as our water technology expertise. When so thinly represented, we cannot gain the benefits of the experience and perspectives so informally and openly offered by leading international economics experts, businessmen and leaders of international organisations," Prime Minister Katainen explains.

Slovenia

The Economic and Social Council held consultations on the minimum wage adjustment to the inflation. The minimum wage for the current year is to be laid down by the minister responsible for labour after prior consultation with social partners and published in the Official Gazette of the Republic of Slovenia. The discussion raised a question about the adequacy of the current minimum wage system.

The ESC members also discussed the plan for the implementation of active employment policy measures for 2013 and 2014.

Le dispositif « Zone Franches Urbaines », créé en 1996, est destiné aux quartiers urbains cumulant des difficultés importantes. Prévu à l’origine pour bénéficier à 44 quartiers de plus de 10 000 habitants pendant cinq ans (1997-2001), ce dispositif a été prorogé à plusieurs reprises et progressivement étendu à 100 Zones Franches Urbaines au total (93 en métropole et 7 en Outre-Mer). Le gouvernement, qui n’a pas statué à ce stade sur la prolongation de ce dispositif au-delà de la fin de l’année 2014, a saisi le Conseil économique social et environnemental sur le bilan des ZFU, l’utilité de les maintenir ou les évolutions à y apporter. Dans son avis, le CESE plaide pour une refondation du dispositif des Zones Franches Urbaines et pour son intégration dans le cadre des futurs contrats de ville prévus par le gouvernement. Le bilan et les préconisations du CESE sur les Zones Franches Urbaines ont été présentés par la rapporteure de l’avis Eveline Duhamel (Groupe des entreprises), en présence du Président de la section de l’aménagement du territoire Jean-Alain Mariotti (Groupe des entreprises). Il a été voté le 15 janvier à l’unanimité en assemblée plénière.
